Question: Due to the slopes in conjunction with the back of the guardrail posts, all guardrail posts on this project should be a minimum of 8' steel posts per NDOT Standard Plan sheet RB-1 note 3, which states, “When the distance between the back of guardrail post and hinge point is less than 2 feet, the post shall be lengthened to 8 feet minimum". However, there are several instances where posts greater than 8' will be required due to the current slope conditions. Will NDOT require the contractor to rebuild the slopes so that 8' Guardrail posts can be installed uniformly throughout the project? If not, there are several cases where 10’ & 11' posts may be required due to the slope angle. What will NDOT requirements be for determining the additional post lengths greater than 8'? |
Answer: NDOT intends to utilize eight-foot posts on barrier rail for slopes where the distance from the back of the guardrail post and the hinge point is less than two feet. Longer posts may be used at the discretion of the project’s resident engineer to replace the existing rail in-kind. We expect the majority of guardrail posts to measure eight feet in length. NDOT does not intend to rebuild the slopes behind guardrail with this project. |

Answer: The working days have been determined to be adequate for the scope of work in the Tahoe Basin and will not be adjusted. Refer to the 4th paragraph under Section 108.02 in the Special Provisions. Please refer to Addendum 1, published on 7/31/2024, as special provisions in section 108.04 of the limitations of operations have been modified allowing multiple work zones and changes to full-width common point paving requirements. |

Answer: Type 5 modified curb and gutter should be used under guardrail rather than the mountable type 6 modified. Type 6 modified will be used when not under guardrail. This will be corrected in a pre-bid addendum. |

Answer: We have checked the quantities for 24 Inch Solid White Thermoplastic (6341030). We will revise the estimate to show 2678 LF when we send out the addendum. The bid item will remain as 6341030. We will also adjust the quantity for 6341060, thermoplastic pavement markings (varies) from 2371.2 to 2202 SQFT. |

Answer: To minimize the extent of ice sheets in the voids, the grinding layout shall adhere to the layout of the symbols. Following a review of material quantities, NDOT will update the grinding pavement markings quantity (Item 2021288) to 2202 square feet in the forthcoming addendum. |

Answer: Please refer to Detail Number OS-21 on page 368 of the NDOT Standard Plans for Road and Bridge Construction for the detail. See contract sheet T03, Plan Note #15 to indicate the location where the bid item is used on this project. This item is intended to deter pedestrians from climbing the poles; vandalism is not a concern at these locations. Sharp edges shall be dulled to prevent undue injury. |

Answer: The removals for new barrier rail are covered by bid item 202 0935 – REMOVAL OF COMPOSITE SURFACE. The note on sheet 3K is placed in error. NDOT will remove the item in the upcoming addendum and adjust the quantity for Roadway Excavation to be 989 CUYD. |

Due to the means and methods needed to get compaction on an eight-inch-deep asphalt patch, a wider trench in the asphalt will be required. Will NDOT pay for the required asphalt needed to properly patch the ITS Trench above the quantities listed on plan sheet 3I? |
Answer: NDOT will adjust the trenching quantities for dense grade to reflect a 48-inch trench width. Total Plantmix Dense Grade Type 2 (Wet) Quantity will be 72598 tons. Changes will be reflected in the forthcoming addendum. |

Question: ITS Construction Notes 39 Says DMS BBS is under bid item 623 2890 which is actually the bid item for the DMS sign itself. In the structure list it is called out however for bid item 623 1628 Which is Battery Backup System. According to the Specs the same BBS is going to be used for DMS, Signals and communications. That doesn't seem correct for the NDOT systems and Douglas County (Carson City) to have same equipment for different systems and loads. Is NDOT going to issue an addendum to clarify or break out the BBS bid items and/or provide the Douglas County specs for this project. |
Answer: The Bid item called out in both construction notes #38 and #39 should be 623 1628 (Battery Backup System). Information on the signal system BBS will be provided in an upcoming supplemental. |

Answer: The Department utilizes historical production rates, internal guidelines and procedures to establish contract durations. It is the bidder's responsibility to perform the work within the contract timeline stated in Subsection 108.02 of the Special Provisions and in accordance with all other contract requirements. The Department will not be providing a schedule as requested. The Department expects this to be a 2 season project and realizes additional resources will be required to meet that obligation. |

Question: This item isn't typical for signal poles. NDOT needs to provide a detail for signal pole application. Detail on OS21 is for a sign structure or bridge structure, not a signal pole with signal display. Detail on OS21 calls out for sharp edges everywhere so this application is not anything like the detail also pole C is a " Special Pole " what are the dimensions for those? Trying to get accurate pricing on a NDOT custom item without an accurate detail isn't practical. |
Answer: Install the vandalism deterrent between the pole mounted signal head and signal pole mast arm. If there is not a pole mounted signal head, install the vandalism deterrent at 24 -inches below mast arm. The pole diameter at the point the vandalism deterrent will be installed will need to be determined prior to the vandalism deterrent diameter being finalized. |
