Question: Would NDOT please consider changing bid item 20 - Soil Cell System to an "Each" quantity in lieu of a Lump Sum. There appears to be a substantial quantity and Lump Sum quantity is fairly difficult to take off and/or Track. Also, Bid Item 19 - Trenching is for the Landscaping - 11,490 Square Yards? This appears to be an error. Bid Item 29 Tree Grates, Is there a particular Manufacturer for the Tree Grates? |
Answer: Bid item 203 0770 - Soil Cell System will remain a Lump Sum item. For bid item 203 0620 - Trenching, the correct quantity is 1,395 SQYD. A supplemental will be issued showing the correct quantity for trenching. There are 3 specific manufacturers to be used for the tree grates, these manufacturers will be included in the special provisions with a supplemental. There will be a forthcoming supplemental for the plan sheets and special provisions. |

Question: There are additional specifications at the end of the special provisions. What authority do those have? For example in the back end section under that section of 609.04.08 and 650.04.08. it states that the Contractor shall provide all soil compaction testing required as specified in Section 336.03 of the Standard Specifications. NDOT typically always performs compaction testing, can you please confirm who will be responsible for the compaction testing. |
Answer: The additional specifications attached to the Special Provisions will apply to this project. Compaction testing will be the responsibility of the Department. A supplemental will be issued to remove the contractor compaction testing requirements as this will be performed by the Department. This will be addressed in a forthcoming supplemental. |

Question: Can you please confirm which pipes will require the bypass pumping described in 108.04 for the Murry and Gleason Creeks. It appears up to 4 different mainline systems eventually tie in to the system at some point, but no labeling of which system is which. |
Answer: There are three major systems that converge near 8th and Aultman. All three could have perpetual water that may require bypass. |

Question: NDOT has called out a reference "water tight" on RCB's. We are not sure what the specific reasoning is for the reference of water tight or if it is applicable. |
Answer: The intent is to prevent joint leakage when in proximity to water utilities. A supplemental will be provided that provides additional guidance. The change states: “ALL PROPOSED RCP'S WITHIN 10' OF KNOWN EXISTING OR PROPOSED WATER LINES ARE TO HAVE WATER TIGHT JOINTS. ALL PROPOSED RCB JOINTS WITHIN 10' OF KNOWN ACTIVE EXISTING OR PROPOSED WATER LINES ARE TO BE INSTALLED TO PREVENT JOINT LEAKAGE AND PROVIDE POSITIVE JOINT SEALS CONSISTING OF: A WATER TIGHT GASKETED JOINT PER SUBSECTIONS 502.03.24 AND 707.03.02 OR JOINTS PROPERLY HOMED AND SEALED PER SUBSECTIONS 502.03.24 AND 707.03.02 AND EACH INTERIOR JOINT GAP SHALL BE FULLY GROUTED ALONG THE SIDES AND INVERT REGARDLESS OF GAP DIMENSION OR JOINTS PROPERLY SEALED PER SUBSECTIONS 502.03.24 AND 707.03.02 AND EACH EXTERIOR JOINT SHALL HAVE AN EXTERNAL SEALING BAND PER ASTM C877 WITH A MINIMUM WIDTH OF 9 INCHES.” This will be addressed in a forthcoming supplemental. |

Question: Missing Bid item - On Sheet LD301 Note 8 it states that the paving bands are to be paid under bid item 613 0110. Confirming the intent of Note 3 and 4. Use Colored "Brick Red" Concrete and use a releasing agent for the stamping process to be Dark Gray? or are there two different colors of bands? |
Answer: The concrete shall be integrally colored to match Solomon Colors "Brick Red." A dark grey colored antiquing release agent shall be applied over the integrally colored concrete as part of the stamping process. |

Answer: The rip rap bedding on Sheet DD1 will be paid for under the RCB consolidated bid items 5026330, 5026230, 5026228, and 5026200 as applicable. There are currently no specifically known locations of high ground water, however, the detail is provided if high ground water is encountered and use of the rip rap is approved by the engineer. |

Question: It looks like there could be a substantial amount of Temporary patching required that could be left in place through out the winter. What are the expectations for temporary asphalt patching? In addition to this, once the new storm drain box is tied in, the existing drainage is essentially cut off. With the curb and gutter alignment and elevations changing, this could leave Drop inlets either substantially higher or lower than the existing grades(unable to tell). This could have significant impact to winter drainage and even a summer thunderstorm. What is expected of the contractor for these events as handling temporary drainage with a "Type 3 & Type 11" Drop inlets are not feasible. |
Answer: Please refer to the Summary of Base Surface Quantities in the plan sheets. Plantmix for utility patching shall meet the requirements of the Special Provisions and Standard Specifications and have been quantified for use. Temporary patching is to be placed in a manner that will facilitate the Departments maintenance activities during suspension periods. Temporary drainage needs are determinant on means and methods used by the Contractor. Per Section 108.04 of the Standard Specifications, "Sequence construction activities to perpetuate historic flow patterns and conveyances for both temporary and permanent flow. Temporary conveyance is at the expense of the Contractor and shall be safely conveyed to a reasonable and safe outfall location." Additionally, refer to paragraph two of Section 108.06 of the Standard Specifications. |

This is substantially different than the detail provided on LD316A. What is to be Constructed? |
Answer: For sheet LD316A, the detail labeled "Decorative Structure #5" is mislabeled and should be labeled as "Pedestrian Rail". A supplemental will be issued to correct sheet LD316A. |

Answer: Type A, Type D, and Type E will be used for perpendicular curb ramps per the Standard Plans. Type F will be used for parallel curb ramps per the Standard Plans. Engineers' approval will be required for type of curb ramp to be constructed. |

Answer: Structures #27 and #28 are to be removed from the structure list on sheet SSTR1.0. The quantity for manholes is correct. Structure #33 is to be added to the structure list on sheet SSTR1.0. A forthcoming supplemental will address these changes. |

Question: Per this section: "Excavated Material - All excavated material shall be directly loaded into dump trucks or other means of transportation as it is being excavated, and hauled off of site and dumped at the approved designated disposal area. No excavation material shall be stockpiled or placed on the roadway, other surface areas of the project site, areas and locations adjacent to the project site, or at the laydown area(s) at any time." Does the City have and approved disposal Area for the project, that they are providing? Above they state we are not allowed to use a staging yard? Furthermore, it states "The Contractor shall broom clean-up the entire project site on a continuous basis during the entire construction of the project, and once all work is complete." In addition the City Specifications and NDOT's Spec numbers are doubled up, Can these sections of specifications be cleaned up. For example section 609.04.01 section one is referencing "Measurement" and the other is "PVC Pipe Joint Assembly". |
Answer: For excavated material, refer to Section 106 of the Special Provisions. Contractors may coordinate with the City Engineer and Landfill Operator for additional locations to dispose of excavated material. City Water and Sewer Utility work performed outside of NDOT Right of Way requires continuous clean-up of project during construction. The Special Provisions will be renumbered for Sections 609 and 650. A supplemental will be issued for the updated Special Provisions. |
