Question: Per section 108.04, work zones are limited to 1/2 of a mile. Much of the work for this project will require longer work zones to be completed in an efficient manner. Having only 1/2 of a mile work zones with create a lot of unnecessary mobilizations and demobilizations for trenching operations, concrete removal and replacement. Additionally a 1/2 mile work zone would drastically increase the costs of milling and paving operations. With multiple trades needing to follow behind other trades, it makes it extremely difficult to be efficient, Typically, on similar scope jobs, the general order of operations is ITS mainline conduit installation, then followed up with installing lateral conduits, which is then typically followed by concrete removal & replacement and then milling and paving operations. Traffic Signal work will additionally take time after ITS conduits have been installed. We suggest allowing a minimum of a 2 mile long work zone in each direction and excluding traffic signal work and milling/paving operations from this restriction. |
Answer: The department will not be modifying the limitations in section 108.04 at this time. Any modifications to the criteria contained within the limitations will need to be submitted for approval by the awarded contractor to the Engineer for review and approval. Please bid accordingly. |

Question: Per special provisions, an abatement plan and noise monitoring must occur for all night work operations near noise sensitive areas. Virtually the whole length of the approximate 6 mile project would be considered a noise sensitive area. Performing noise monitoring over the duration of this project will be an excessive cost. The work required by the contract will be spread out over a large footprint and will quickly move through the work zones. We recommend that the noise monitoring requirements of this project be removed, or at a minimum be limited to providing a baseline reading in each work zone, and monitoring only be performed for one shift, per activity type (i.e. Trenching & Excavation, Demolition, Rotomilling, Paving). Per current specificaitons, readings would be required at hundreds of locations. |

(“Install a red (power industry) marker for power pull boxes and black/orange (cable TV and communications) for ITS pull boxes”) Neither NDOT notes or CLV notes specify what brand is acceptable, as long as the contractor follows the color requirement, but verifies with CLV. |

Question: In reference to the previous question asked regarding noise monitoring, the answer was bid per specifications. The specification is very open ended. Please define how many locations will need to have a baseline reading, monitoring, frequency of monitoring, etc.. We cannot formulate a cost based on the information provided. Also, please define “noncontiguous” noise sensitive areas. Does every house, school, park, apartment, church, etc., need its own baseline reading? Every block? What if there is a group of houses, separated by a a side street, is that 2 noncontiguous areas or one? The contractor cannot reasonably determine what NDOT wants. The number of baseline readings, nor the amount of monitoring necessary. Is it 24 hours per day, or just during work hours? One per work zone, one per each house? Will monitoring be required for a 24 hour period each night, at each location? The specification can be interpreted many ways. Therefore we request that more information be provided, or create a force account item for this work. |
Answer: As the specification notes, this is only for nighttime work (8 p.m. to 6 a.m.). A noncontiguous noise area for this contract is assumed to be one location between signalized intersections. The monitoring location should be adjacent to noise sensitive areas (residences, schools, churches). Each location will have at least one monitoring station for NB and SB traffic. Only a single NB or SB station is ok if no NSA present on the other side of the road. The monitoring location can be located on public spaces directly adjacent to roadway if they can be maintained without interruption during planned nightwork. If they cannot be maintained without interruption, then they should be located on the closet adjacent public street. Each station will be monitored every night there is nighttime work occurring within a noncontiguous area(s)/location(s). One single baseline reading will be required for each monitoring station prior to any nighttime work. This reading is intended to capture the existing nighttime traffic noise levels without any contract construction related influences. This baseline reading should be taken between the hours of 8 p.m. to 6 a.m. at a minimum. Locations proposed for nighttime noise readings: NB and SB between Tropicana Ave and Spring Valley Pkwy (south section). NB and SB between Spring Valley Pkwy (south section) and Flamingo Rd. NB and SB between Flamingo Rd and Twain Ave. NB between Twain Ave and Spring Mountain Rd. NB between Spring Mountain Rd and Desert Inn Rd. Answer: The department has not specified that the entirety of the PCCP shown in the plans be removed and replaced in one operation. Per section 409.03.15 of the special provisions an approved mix design allows for a minimum compressive strength of 2,500 psi in 3 hours or at the contractor's proposed time for opening to public traffic, and the areas of PCCP replacement in the plans can be performed in smaller sections that would fall within the limitations. |
