| Answer: The Department will be adding the following to section 613 of the special provisions in an upcoming addendum:
In cases of removing existing curbs to construct new curbs, curb and gutter, curb ramps, or driveways adjacent to an existing roadway or plantmix surface, there will be no direct payment for neat line saw cuts to perform the removals. An additional portion of up to 1 foot of the existing roadway will be allowed to be saw cut and removed when necessary to construct the new curbs. After construction of the curbs is complete, construct patches as shown on the plans. When no patching details are shown in the plans, match the structural section of the existing roadway. Any saw cuts and additional materials to perform this work will be considered inclusive and incidental to the construction of the new curbs with no adjustments to any items or quantities. |

| Question: 1. Please clarify who is responsible for survey. The prebid handout page 4, indicates NDOT is responsible for construction. Special conditions 200.01.01 state Contractor.
2. Please clarify that 3 marathon weekends for the roadbed modification do not necessarily coincide with the full depth reconstruct work shown on the Prater, Oddie/I, and Greenbrae intersections that are only allowed to start at 8 p.m. Friday nights? Will a prime coat be required on these same reconstructs?
3. The curb alignment appears to widen and narrow the lane slightly at several locations. If this is accurate? please clarify where the patching is to be paid should the street widen?
4. Where the curb alignment remains the same, it doesn’t appear that patching is allocated nor shown. Is the contractor allowed to neat pour the curb to asphalt face? Will the asphalt face be considered sufficient to meet the standard specification 613.03.03? Please clarify. |
| Answer: 1. The language in section 200 of the special provisions is the Department’s updated version as of 2022. Survey will be completed by the Department for construction and control as per the Department’s typical approach. There are areas of contractor responsibility outlined in 200.01.02 as well as the expected methods, equipment, and formats required for any of those responsibilities outlined throughout the rest of section 200.
2. Prime coat will be required and has been quantified.
The Department will be adding the following in an upcoming addendum:
The continuous one lane closure of the intersections of Victorian Avenue, Prater Way, Oddie Boulevard / I Street, or Greenbrae Avenue may not be performed concurrently with any continuous closure to public traffic on Southbound SR 445 (Pyramid Highway) to perform pulverization and roadbed modification work.
3. Any geometric changes are accounted for in the contract plans and specifications.
4. The department will be adding the following to section 613 of the special provisions in an upcoming addendum:

| Question: 1. Special Provisions 601.04.01 requires the patching match the “structural section of the existing roadway “when no patch detail is provided. Please provide a patching detail. Will the contractor have the choice of either the 5.75” section, the 6”AC/8” Road-bed Mod, or the various side street sections? Similarly, plan sheet 3C details 3805 LF of patching for the signal conduit for a trench 3.7’ wide and 6” deep. No base is provided. Is this the patching spec?
2. Plan sheet 3C does NOT show surfacing repair for areas outside the contract designed flatwork removal and replacement. Please clarify where those quantities are accounted for in the structure lists or if they are to be covered by the 5% overage calculation?
3. The speed reduction to 25 mph is mandated in 108.04 of the special conditions for any lane shifts or reductions, shall the contractor assume that recess of traffic plate is not required as per the 625.03.06 requirement to do so for posted speeds of 35mph & greater? |
| Answer: 1. Section 601 of the special provisions will be removed in an upcoming addendum. Per 2022 NDOT Standard Plan TG-5, existing pavement surface patching quantities are shown in the 3 sheets. All other materials below the existing paved surface will be considered incidental to the appropriate conduit bid item at no direct payment. Please bid accordingly.
2. All anticipated impacts for the contract designed flatwork are included and quantified in the contract plans and there is no additional quantified overrun for these quantities. The 5% overage in the Summary of Base and Surface quantities (3 sheets) is for miscellaneous milling to be used as necessary per 202.03.03 and the 5% amounts quantified in the structure list (sheet S59) are there "to repair or replace" the quantified items "as directed by the engineer".
3. The Department will be adding the following in an upcoming addendum:
For posted speeds greater than 35 mph, or when required by the Engineer: Mill or excavate the pavement to a depth equal to the thickness of the plates and to a width and length equal to the dimensions of the plates to be placed. Voids must be filled with compacted asphalt cold mix to ensure plates are flush with the top of the roadway surface.
For posted speeds 35 mph or less: Trench plates must be tapered using compacted asphalt cold mix with maximum transitions of 12:1, or a plate lock system must be used around the perimeter of the plates. |

The intent of the limitation of a maximum 1” drop off during milling and dense grade placement is to address and mitigate the potential longitudinal drop off created after the new dense grade is placed on the milled surfaces adjacent to existing paving. For all other operations creating drop offs greater than 1” section 625.03.05 applies.
