Note 11 states that overhead sign replacement includes the cost of "modifying an existing sign panel frame and manufacturing new sign panel frame, sign struts, mounting brackets, mounting hardware, and any other related work necessary to retrofit the existing sign structure and panel frame." The specification appears to include both modification of existing frames and fabrication of new frames within the same bid item.
This language creates ambiguity as to whether the Contractor is permitted to reuse existing sign panel frames on this project.
Please confirm the following:
1. Is the Contractor permitted to reuse existing sign panel frames under Bid Item 6270022, provided the frames can be modified (if necessary) to meet the project requirements and structural intent?
2. Or, does NDOT require full replacement of the sign panel frames? |
