Question: For products that are specifically called out on the plans or in the specifications and not manufactured in its entirety within the USA, is a CMO(Certificate of Origin) required? Can NDOT obtain a reusable CMO from the manufactures they are requesting products from? This information doesn't change and could be used on future projects. This would aide in assisting the contractors and suppliers from the difficult to almost impossible task of getting this form signed on each project. Many of the manufactures are refusing to sign the form. Also many have trouble calculating or will not calculate the dollar amount of foreign materials within the project. Contractors cant get payment until the CMO is received causing payment issues with contractors, subcontractors and suppliers.
