Project Title:	Consultant Support Services for Phase 2 of the Reno Spaghetti Bowl Project
Background:	The Department is seeking to hire one qualified firm to perform, manage, and complete all necessary studies, documentation, and public and stakeholder outreach required to meet the National Environmental Policy Act (NEPA) requirements for reevaluation of a design modification of the current alternative for the Second Phase of the Reno Spaghetti Bowl Project in Washoe County.
Project Scope:	The Reno Spaghetti Bowl (RSB) Environmental Impact Study (EIS), completed in July of 2019, identified a number of improvements for the Corridor. Phase 2 of the Project will include, but not be limited to reconstruction of I-80 from E. McCarran Blvd., to just east of the RSB, replacement of bridge structure H-8666 which runs east/west over the Nugget Casino, for construction of a new interchange at Kietzke Lane, Project Management Services, public and private stakeholder communication and coordination, scheduling, traffic modeling, Subsurface Utility Exploration and Engineering (SUE), Cost Risk and Benefit/Cost Analysis, constructability reviews, value engineering, procurements, and any other tasks and services necessary for successful implementation of the Project Design and completion of the NEPA Process. Project Schedule:	Approximately one year from the date an Agreement is executed.

Question: I understand this is a new procurement system for NDOT. Typical package for RFPs would include: RFP with scope of work, Attachment A, and a checklist for proposals. Will NDOT be issuing the actual RFP as described in the last sentence of the Vendor Bulletin?

Answer: The Request for Proposal(s) (RFP) has been uploaded, and is now accessible in the new procurement system.

Question: We note that on page 8, Section VII – DBE/SBE Requirements, firms must prepare a one-page plan on DBE utilization for this project. Please confirm that this one-page plan is not part of the 15-page limit for this proposal.

Answer: Unless presented directly in response to an Evaluation Factor, information requested or provided regarding DBE/SBE Requirements will not count toward the 15-page limit on this RFP.
