Project Title:
On-Call IDIQ (Indefinite Delivery/Indefinite Quantity) for Program Management and Project Delivery
Background:
Participating firms must demonstrate significant experience in transportation project management, including work on Alternative Delivery projects. Key personnel, such as the Program/Project Manager and Design Lead, must be licensed Professional Civil Engineers in Nevada or eligible for licensure and have relevant experience in transportation projects.
Project Scope:
The SERVICE PROVIDER is expected to offer a range of services, including program planning, risk management, project management support, and training, while ensuring compliance with relevant regulations. Additionally, the provider will assist in project delivery through various procurement methods, technical support, and contract administration across all project phases.
Project Schedule:
Approximately four (4) years from the date the agreement is executed.

Question: Page 6 of the RFP includes a local preference evaluation component. We understand that in past procurements, this criterion has been revised/removed via addendum. Could NDOT please clarify whether the local preference provision will remain as currently stated, or if any updates/addenda are anticipated?
Answer: Due to the possibility of potentially utilizing federal funds in the future, this language will be removed. Please see forthcoming addendum.

Question: 2. Per the Service Provider List form and 49 CFR Part 26 bidders list requirements, the form references “Gross Receipt Bracket,” but does not define the ranges. Should proposers use standard USDOT example ranges (e.g., <$1M, $1–3M, $3–6M, $6–10M, $10M+), or does NDOT have preferred brackets for reporting?
Answer: Either format would be acceptable.

Answer: This means, a firm submitting a proposal as a Prime Consultant (Proposer) for this procurement CANNOT also participate as a subconsultant to another Prime Consultant under any Task Order Agreements issued under this RFP.
