Project Title:	Railway-Highway Crossing Inventory Database Update
Background:	The Department currently maintains a comprehensive and up-to-date inventory of all public railway-highway crossings in the state and submits annual reports to the Federal Railroad Administration (FRA) and the Federal Highway Administration (FHWA). Updates are performed on a three (3) year rotation through field inspection, manual documentation, and data entry into legacy software.
Project Scope:	The Department is seeking to update its current Railway-Highway Crossing Inventory Database. The updated system must continue to support federal inventory and safety reporting, enable streamlined field data collection, integrate geospatial visualization tools, and provide robust query and reporting functions. Project Schedule:	Approximately four (4) years from the date of agreement execution.

Question: Could you please confirm whether it is mandatory to adhere to the 11-point font size and 1.5 line spacing for the Statement of Qualifications (SOQ) as outlined in Attachment B?

Answer: No, it is not mandatory to adhere to the 11-point font size and 1.5 line spacing for the Statement of Qualifications (SOQ). Per Section IV - Instructions to Proposer, page 6, paragraph 2 of the RFP, "It is recommended that 11-point standard Arial font and 1.5-line spacing is used in the responses to the Evaluation Factors including tables, figures, charts and graphics. To prevent interference with the presentation of the material, the text size and line spacing used must be legible without the use of magnification. Disregard for this recommendation may negatively affect Proposal evaluation. The responses to the Evaluation Factors must not exceed fifteen (15) 8½” x 11” pages. 11” x 17” pages will be counted as two (2) pages. Please see paragraph 4 below for additional information on what is not included in the page count."

Question: Could you please confirm whether it is mandatory to adhere to the 1.5 line spacing for the cover letter and for the resumes?

Answer: No, it is not mandatory to adhere to the 1.5 line spacing for the cover letter and for the resumes. Per Section IV—Instructions to Proposer, page 6, paragraph three (3) states, "A Cover Letter is required. The Cover Letter may be single-spaced and must not exceed one (1) 8½” x 11” page. It must include the Proposer’s contact information, including name, mailing address, telephone number, and email address." Per Section IV - Instructions to Proposer, page 6, paragraph four (4) states, "Resumes, Nevada State Business Licenses, Statements of Qualifications (see Attachment B - Statement of Qualifications). Resumes can be submitted to verify information contained in the responses to the Evaluation Factors but will not be used by the review committee to evaluate the Proposals. Cover Page, Section Dividers, Cover Letter, and aforementioned Appendix do not count towards the page count limitation identified in Paragraph 2 above. Any additional appendices with information that pertains to the Evaluation Criteria will be counted toward the page limit."
