Project Title:	Highway Safety Improvement Program (HSIP) Support Services
Background:	The Department's Traffic Safety Engineering Division is responsible for managing and administering the Highway Safety Improvement Program (HSIP) in accordance with Section 148 of Title 23, United States Code (23 U.S.C. 148). The Proposer will assist the Department in supporting the successful implementation of Nevada's HSIP with the goal of reducing fatalities and serious injuries on Nevada's roadways.
Project Scope:	Scope of Services may include but are not limited to Highway Safety Improvement Program (HSIP) planning, evaluation, implementation, annual report, data improvement, and training. See RFP for full Scope of Services.
Project Schedule:	Approximately four years from the date the agreement is executed.

Question: Could the Department clarify the intended award structure for this solicitation? Specifically, is NDOT seeking a single prime consultant, or do you anticipate multiple contract awards to support the Highway Safety Improvement Programs

Answer: Per Paragraph 1, page 1 of the RFP, the Department anticipates awarding up to five contracts under this solicitation to support the Highway Safety Improvement Program. The final number of contracts awarded will depend on the qualifications of the proposing firms, the Department’s needs, and the selection process as outlined in the RFP.

Project Manager Nevada PE Requirement

Question: The RFP requires the proposed Project Manager to be a licensed Professional Engineer in the State of Nevada at the time of proposal submission. Recent NDOT procurements have allowed the proposed Project Manager to be eligible to obtain Nevada licensure. Would the Department consider revising the minimum qualification to allow a proposed Project Manager who is eligible to obtain Nevada PE licensure and obtains the license prior to contract award or performance of work?

Answer: Per the RFP, Section II, paragraph 3, page 4, "The Proposer and its Project Manager shall comply with the registration requirements of Chapter 625 of the Nevada Revised Statutes (NRS), Professional Engineers and Land Surveyors at the time of submission of the Proposal." The Department will not revise this minimum qualification to allow a proposed Project Manager who does not hold a Professional Engineer license in the State of Nevada at the time of proposal submission.

Qualitative vs Quantitative on Section IV

Question: Section IV requires that "No cost information is to be provided with the Proposal". Point 4 asks for us to address cost control of budget commitments; are we intended to use qualitative terms in this response rather than quantitative examples?

Answer: Yes. Proposers should describe their approach, experience, and methods for controlling costs and managing budget commitments. Proposers may include relevant examples or metrics from past projects to demonstrate cost-control performance; however, no proposed costs, rates, fees, or other cost information related to this solicitation should be included in the Proposal.
