Project Title:
On-Call Indefinite Delivery/Indefinite Quantity (IDIQ) Design Services
Background:
The Department is seeking to hire multiple firms to provide on-call design engineering and related support services for Department projects statewide.
Project Scope:
The successful Service Providers will be called upon to assist the Department with delivering ongoing and future projects including accelerated projects as needed. The specific scope for each project will be determined during the Request for Approach (RFA) process and may include, but not be limited to project management and environmental services, roadway design and engineering services, structural design, traffic control plans, Maintenance of Traffic (MOT) analysis, and Transportation Management Plans (TMP). Project Schedule:
Approximately four years from the date Agreements are executed.

Question: Would it be possible to have the forms be readable and editable in Blubeam? The files will not open when using Blubeam, let alone be able to edit.
Answer: The RFP document and attached forms were saved as PDF files. Bluebeam software may not fully support all PDF form functionalities, which may result in the files not opening properly or appearing non-editable. To ensure full readability and editability, we recommend opening the RFP and attached forms using Adobe Acrobat or Adobe Reader. This will allow users to view and input information as intended.

Question: Could you please confirm whether proposers are permitted to include additional pages for Attachment B? Specifically, may we add extra pages to fully address the questions in Attachment B and provide a comprehensive response for NDOT, given that Attachment B is part of the Appendix and therefore excluded from the page count?
Answer: Per Attachment B - Statement of Qualifications: "The Statement of Qualification form must be completed in full, as-is, and submitted as part of the Proposal package per Request for Proposal instructions." No additional pages may be included.

Question: Can the first paragraph on page 5 of the RFP be modified to; "Provide examples of your firm's past performance on engineering and design projects successfully completed within the past ten (10) years." With the limited number of projects NDOT has released, and the large number that have been shelved in the past 5 years, can the limit for past projects be extended from (5) five years to (10) ten years?
Answer: The Department does not intend to modify the language in the RFP. The request for examples of past performance within the past five (5) years is intended to reflect the firm’s recent and relevant experience delivering engineering and design projects. Please note that the RFP does not limit examples solely to NDOT projects. Firms may include projects completed for other public agencies such as local jurisdictions, RTC, City, County, or other State DOTs, as long as those projects are comparable in type and scope to NDOT-type projects, as described in the Scope of Services.

Question: Is it required that the proposing firm and its listed subconsultants be capable of providing all engineering and design services listed in Section A of Attachment A, and for all project types listed in Section B of Attachment A? Or is it acceptable for a proposing firm to submit qualifications only for the specific services and project types in which they intend to participate? In other words, will NDOT consider selecting and issuing RFAs to firms that best align with the defined scope of a particular project—even if those firms (and their subconsultants) do not provide every service listed in Section A of Attachment A?
Answer: The intent of this RFP is to establish an On-Call list of qualified Prime Consultants capable of providing all services identified in the Scope of Services, either through their in-house staff or in combination with their subconsultants. While it is not expected that every firm will perform all services directly, proposals should demonstrate the team’s overall ability to provide the full range of tasks listed in Section A of Attachment A, Scope of Services. Per the RFP, page 3, paragraph 4, "All Master Service Agreement SERVICE PROVIDERs will be invited to submit a response to a Request for Approach (RFA) when each task is identified."

Question: For specialized services not provided in-house by the proposing firm, is it necessary to identify specific subconsultants in the proposal to cover all the potential services? Our firm works with several qualified subconsultants in certain disciplines and may select partners on a project-specific basis as task orders are assigned.
Answer: The Department does not require firms to identify specific subconsultants for every potential specialized service listed in the Scope of Services.

Answer: The Department has not established a predetermined number of firms to be selected under this IDIQ. The intent of this RFP is to create an On-Call list consisting of the most qualified firms capable of providing the range of services identified in the Scope of Services.
